
Tribal Governments often operate within high-stakes regulatory environments where local, state and federal land management decisions directly impact Tribal Sovereignty, cultural landscapes, and traditional resources. For the Chilkat Indian Village, Klukwan the challenge lay in navigating complex permitting processes—ranging from industrial mineral exploration to municipal land use—where agency analysis frequently lacked sufficient consideration of Tribal rights and environmental standards. The Tribe required an advisor capable of translating technical research into official policy and facilitating formal dialogues between sovereign nations.
The Strategic Approach: Professional Oversight & Regulatory Translation
From 2015 – 2022 I provided the strategic leadership needed to ensure the Tribe remained a proactive and informed authority in all local, state and federal regulatory matters. My process involved four key pillars of engagement.
1. Technical Policy Research & Analysis
I conducted in-depth assessments of proposed legislation, land management plans, and industrial permits. This involved identifying critical gaps in environmental impact statements and ensuring that proposed actions adhered to federal protections, such as the Clean Water Act. Provided the foundational research and coordinated a team of legal advisors and tribal leaders to draft and refine Tribal Government legal ordinance. Led the analysis and official response efforts to protect traditional lands and noise-sensitive cultural areas from municipal development impacts.
2. Strategic Strategy Development
I synthesized complex data to author official responses and policy positions for the Tribal Government. By translating scientific findings, I provided the Tribe with the technical rationale tribal government leaders needed to challenge and improve regulatory decisions that threatened traditional territories.
3. Government-to-Government Facilitation
I acted as a bridge between the Tribal Council and federal/state/local agencies, preparing and facilitating formal Government-to-Government consultations. I ensure that these high-level dialogues were grounded in mutual respect and focused on the protection of cultural and natural resources for future generations. These efforts were instrumental in the technical review and subsequent litigation of permits that originally lacked significant analysis of tribal, aquatic, and environmental resources.
4. Governance Capacity Building
I supported the Tribal Government’s Environmental Department in strengthening its internal organizational frameworks. This enabled the Tribal Council to move beyond reactive responses, allowing them to lead their own natural resource management and cultural protection initiatives from a position of technical and legal authority. I worked with CIV to establish a consistent, seven-year framework for informed regulatory engagement.
